Participating riders

According to the UCI 2.1.005 rules - professional continental teams registered in the Czech Republic, UCI continental teams, national teams, regional and club teams may participate in the race.

The participants are men teams of 4 – 6 members from the Elite category. In accordance with the article 2.1.006 UCI rules also the riders of category U23 may participate in the race.

Conditions of participation

The team must be invited by the organiser and have a valid 2017 cycling licence. All participants must have a valid passport or ID and a valid visa if necessary. All team members are required to present the confirmation of individual medical insurance. European Health Insurance Card or other ID of health insurance of all the team members will be presented in the secretarial office at the registration or can be sent by e-mail until 29th August 2017.

Every team is responsible for exchange of the recharged batteries after each stage, which is possible in the secretarial office at the opening times. In case of not returning the radio station the team is charged the fine of 100 €. The transmission frequency will be 448,490 MHz. The race convoy will be directed by radio stations.

Identification numbers

At the presentation each rider will receive 2 pieces of identification body numbers, 1 piece of identification frame number and 2 pieces of helmet number (stickers). This set of identification numbers will be issued against the deposit of 50 €. The deposit will be paid back after returning the undamaged set of numbers (with the exception of the helmet numbers) in the secretarial office after the race.

Convoy numbers

The order of mechanical vehicles will be determined according to the UCI rules.

Accommodation 

For the enrolled riders (6 people) and accompanying team members (max. 4 people) accommodation is provided and fully paid by the race organizer in the town of Jindřichův Hradec or its surroundings throughout the time period of the race - from 30th August to 3rd September 2017.

Catering

For the enrolled riders (6 people) and accompanying team members (max. 4 people) half board is provided and fully paid by the race organizer in the town of Jindřichův Hradec or its surroundings throughout the time period of the race - from 30th August (start with dinner) to 3rd September 2017 (end with breakfast).

5th stage

Route marking

Black arrows in light green field will be put at signal before crossroads. Dangerous areas will be marked by exclamation marks. There will be marked 0 km and 50 km after start and last 25, 20, 10, 5, 4, 3, and 2 km by board signs and the last 1 km of the route will be marked by a red cone “1 km”. Last 500, 300, 200, 150, 100 and 50 meters will be marked by board signs. Sprint challenge - marked 1 km, 500 m, 200 m and the line on the road. Climbing challenge - marked 1 km, 500 m, 200 m and the line on the road. The finish will be marked by the finish line on the road and the finish gate.

Neutral technical support

The organizer provides 3 neutral mechanical vehicles.

Rules

The race is organised in accordance with the UCI rules in the category 2.2 and their regulations. There are partial traffic restrictions at the race with restrictions during riding through crossroads. In spite of that, all participants have to observe the regulations of the Road Traffic Act No. 361/200 and its latest amendments. The riders and their accompanying team members are obliged to respect the instructions given by the organizer, Police of the Czech Republic, Municipal Police and commissaires. In accordance with the rules the riders are forbidden to go over a rail crossing if there is visible a coming train and/or there is signalling announcing a coming train. The organizers cannot be held liable for any accident or material damage to third persons before, during or after the race. The organiser reserves the right to make any necessary changes contrary to the original plan in case of unpredictable circumstances.

Anti-doping control

Anti-doping control will be proceeded in accordance with the UCI’s Anti Doping Rules. Identification numbers of the riders will be drawn and announced at the finish of the race. The place of anti-doping control will be stated in the team manager’s manual.

Presentation of the teams

Before each stage, as part of signing the attendance list, the riders will be introduced by the presenter on the stage.

All riders are obliged to sign the attendance list, which will be displayed 45-15 minutes before the start of the stage with the exception of the team time trial.

After each stage, at the results announcement ceremony.

Results publication

Each stage results and interim results will be announced in the finish of the stage immediately.

List of prizes

Prize money belongs to the riders who reach the finish at 1st – 20th place in each stage and also at 1st – 20th total place. Prize money and jerseys belong to the riders who finish at 1st – 3rd places in the points classification, climbing classification and U23 classification. Prize money belongs to the riders who finish at the total 1st place in the team competition. The prize money payment is under the condition of personal participation of the rider in the official final results declaration.

Terms and conditions of the competition

 

  1. Bonuses

2nd, 3rd, 4th and 5th stage winners get the bonuses of: 10 sec. for the 1st place, 6 sec. for the 2nd place, 4 sec. for the 3rd place. Sprint bonuses are: 1st place - 3 sec., 2nd place - 2 sec., 3rd place - 1 sec.

Winning yellow jersey brings 4 points for each stage.

  2. A) General individual time classification – Yellow jersey

The winner of this competition becomes the rider with the lowest sum of total times from each stage. In case of equal times the final ranking is done according to:

better finishing place in the last stage

The leader of this competition wins the Yellow jersey and is obliged to wear it at the race.

B) Points classification – Green jersey

In this competition, there are included points for sprint challenge competitions and points for arriving in the finish.

Sprint challenge bonuses: 1st - 5 points, 2nd - 3 points, 3rd - 1 point.

The finishing order in the stage is given the following points:

1st - 15th place: 25, 20, 16, 14, 12, 10, 9, 8, 7, 6, 5, 4, 3, 2 and 1 point

The rider who wins the most points becomes the winner of this competition. If more riders have an equal number of points, the final ranking is done according to:

higher number of winning positions in stages

higher number of winning positions in sprint challenge competitions

better placing in total individual qualification

The leader of this competition wins the Green jersey and is obliged to wear it at the race.

C) The best climber classification - Polka Dot jersey

In this competition, there are counted points for climbing challenges. First 5 riders get the points. Climbing bonuses: 5, 4, 3, 2 and 1 point.

The rider who wins the most points becomes the winner of this competition. If more riders have an equal number of points, the final ranking is done according to:

better placing in total individual qualification

The leader of this competition wins the Polka Dot jersey and is obliged to wear it at the race.

D) General individual time classification in the U23 category – White jersey

The winner of this competition becomes a rider born between 1995 and 1998 with the best final individual placing.

The leader of this competition wins the White jersey and is obliged to wear it at the race.

E) Team classification

The evaluation of the team classification in a stage is done according to the sum of individual finishing times of the best 3 riders in each team. If more teams have equal times, the final ranking is done according to:

better finishing places of the first three riders in the stage

the finishing place of the team’s best rider

The leading team wins the yellow identification body numbers and the riders are obliged to wear them at the race.

The overall team evaluation is done according to the sum of individual finishing times of the first three team riders that were achieved in all stages. If it is still impossible to differentiate the teams, then a higher number of 1st places in a day team classification decides, higher number of 2nd palaces in a day team classification etc., finally then placing of the best rider in total individual ranking. If a team is axed to less than three riders, it is excluded from the team classification competition.

Jersey wearing priority

In case that a rider becomes the leader in more competitions (Yellow, Green, Polka Dot and White jerseys) the jersey gets the rider who finishes on the 2nd place or next places in the competition. The jerseys priority is the following: 1st - Yellow, 2nd - Green, 3rd - Polka Dot, 4th - White.

Protective zone

According to the UCI regulations 2.6.027 – In the event that a rider suffers a fall, punctures or mechanical incident recognized by the commissaire committee in the last 3 kilometres of a stage with the mass start, the rider or riders involved are credited with the same finishing time of the rider or riders they were with at the time of the incident. They will be classified in the order they cross the finish line. If after the commissaire-committee-recognized fall in the 3 kilometres protective zone in a stage with the mass start, it is impossible for the rider to cross the finish line, he is given the ranking of the last in the stage and credited with the time of the rider or riders he was with at time of the incident.

Time limit

The finishing time limit for each stage is 15 %. Only in exceptional and unforeseen circumstances and in the case of force majeure and after a consultation with the organizer the finishing time limit can be extended by the commissaire committee.

Penalties

In case of any offences, the table of penalties in the regulations of the UCI rules is applied in all cases.
